Napapanahon nang ilaan ng gobyerno ang bilyong pisong pondo ng flood control projects ng Department of Public Works and Highways (DPWH) sa mga ahensya na mas nangangailangan nito.

Ito ang pahayag ni Senate Minority Leader Alan Peter Cayetano bilang tugon sa pahayag ng Pangulo na hindi magkakaroon ng kahit anong flood control project sa ilalim ng 2026 national budget.

“It’s high time that we make the hard decisions and put our money where our mouth is. We have to be radical with the 2026 national budget,” wika ni Cayetano nitong Miyerkules.

Nitong Martes, nagsabi na si Pangulong Ferdinand Marcos Jr. na  ililipat sa ibang departamento tulad ng health at education ang mga kasalukuyang nakalaan na pondo para sa flood control projects na nasa National Expenditure Program (NEP).

Matatandaang ipinanukala ni Cayetano sa plenaryo ang pagsasagawa ng mga radikal na aksyon sa 2026 budget, kabilang ang paglutas sa kakulangan ng 165,000 na silid aralan sa pamamagitan ng paglaan ng bahagi ng public works budget.

“The DPWH budget is P1 trillion. Do you want to end the lack of classrooms in a year? If per classroom costs P1 million, that accounts to only P165 billion — almost half or two-thirds of the DPWH budget,” wika niya noong July 30, 2025.

Iminungkahi rin niya ito noong November 2024 sa pagdinig ng Senate Committee on Higher, Technical, and Vocational Education, na kanyang pinamunuan noong 19th Congress.

“For the last two years, more or less one trillion ‘yung budget ng DPWH, P350 billion doon ay anti-flood, pero ganoon pa rin ang flood natin,” sabi ni Cayetano noong November 19, 2024 habang pinuna ang bigong anti-flood projects ng ahensya.

“Can you imagine if we remove P100 billion from DPWH, double the budget of SUCs (state universities and colleges), baka ma-flood tayo ng research at estudyante rather than bahang baha,” dagdag niya.

Ito ay bukod pa sa paninita ni Cayetano sa problemadong pamumuno at aksayadong paggamit ng pondo ng DPWH. Hindi rin aniya inaaksyunan ang double appropriations nito taun-taon at ang pag-aaksaya ng pondo ng bayan sa pamamagitan ng Engineering and Administrative Overhead (EAO) fund.

Noong 2022, sinita na ni Cayetano ang 2023 budget ng DPWH nang magsimulang gumastos ang ahensya ng ikatlong bahagi ng kabuuang budget para sa flood control at maintenance imbes na magtayo ng mga bagong imprastraktura.| – Kabayannews.net
