PINURI ni Senate Minority Leader Alan Peter Cayetano nitong Huwebes ang pagkakasabatas sa National Aviation Academy of the Philippines Charter Act, na aniya’y magbubukas ng pinto para mapakinabangan ng mga Pilipino ang dumaraming oportunidad sa aviation industry.

Nilagdaan ng Pangulo ang batas noong September 5 matapos aprubahan ng parehong Senado at Kongreso nitong Hunyo. Si Cayetano ang nag-sponsor ng panukala sa Senado bilang noo’y chair ng Committee on Higher, Technical, and Vocational Education.

“We have an aviation academy that is a state college but has been doing so well for our country. It’s time we elevate it to a national aviation academy,” pahayag ng senador.

Sa ilalim ng batas, itinatalaga ang Philippine State College of Aeronautics (PhilSCA) bilang pambansang institusyon para sa aviation education.

Tututok ang NAAP sa mga programa at kursong kaugnay ng aviation. Palalawakin din ang governing board nito, kasama ang Commanding General ng Philippine Air Force at ang Director General ng Civil Aviation Authority of the Philippines.

May kalayaan na rin ang academy na makipagtulungan sa iba’t ibang ahensya ng gobyerno, LGUs, at pribadong sektor upang makapag-generate ng pondo para sa modernisasyon ng mga pasilidad nito. 

Magkakaroon na rin ito ng Skills Training Council na magsisigurong tugma ang training programs ng akademya sa pandaigdigang standards at demands ng sektor. 

Wika ni Cayetano, bilang arkipelago ay kailangan ng Pilipinas ng malakas na aviation sector at mga mahusay na tauhan para suportahan ang komersyo at modernisasyon ng militar.

“Kapag naayos natin ang naval at aviation academies, I think the impact in the next 25 to 50 years will be tremendous,” pahayag niya.

Bukod sa pangangailangang lokal, oportunidad din aniya para sa mas maraming Pilipino ang lumalaking international demand para sa aviation workers. Aniya, 674,000 bagong piloto, 700,000 maintenance technicians, at halos 980,000 cabin crew ang kakailanganin sa mga susunod na dekada.

Sa pagbisita ni Cayetano sa Fernando Air Base Campus ng NAAP nitong June, sinabi niyang kumpyansa siyang lalong darami ang kalidad na workforce na mapo-produce ng akademya kung mabibigyan lang ng sapat na suporta at pondo.

Noong 2024, nagtala ang akademya ng 87.97% passing rate sa Aeronautical Engineering Board Exam. Nakapag-produce na rin ito ng ilang topnotchers sa licensure examinations.|
